What is Subsidized Training?

In 2024, companies have an excellent opportunity to enhance their employees’ skills without incurring major costs, thanks to Subsidized Training Courses for Companies through Fundae. Fundae, or the State Foundation for Employment Training, allows companies to finance the training of their workers by subsidizing Social Security contributions. This means that companies can offer courses and development programs to their employees, improving their knowledge and competencies, while reducing the associated costs by utilizing the funds available through Fundae. It is an effective and economical way to invest in the growth and continuous improvement of personnel, benefiting both the employees and the organization as a whole.

How does subsidized training work?

The first step is for companies to identify their specific training needs. This can include improving sales techniques, developing digital skills, fostering leadership, among other key aspects for the company’s growth and efficiency. Once the needs are clear, companies can choose one of two paths to select the appropriate training provider. They can directly hire a specialized training center or delegate this task to an organizing entity. This entity will be responsible for finding the right trainers and managing the entire process, including the administration of the training credit.

Once the provider has been selected, the course delivery proceeds. The formats of these courses can vary, being face-to-face, online, or blended, depending on the specific needs of the company and the nature of the course.

Upon completion of the course, the training provider issues an invoice that the company must pay. This is where the training credit comes into play. The company uses this credit to cover the cost of the course. It is important to note that this credit is a fund available to companies for the training of their employees, and it can vary based on the company’s size and its Social Security contribution.

Finally, the company recovers the invested money through a subsidy on social contributions. This means that the amount spent on training is deducted from the contributions the company makes to Social Security, thus recovering the investment made. This subsidization mechanism allows companies to improve their staff’s competencies without incurring an additional net expense.

Which companies can access subsidized training?

The regulations establish that any company in Spain with at least one employee can access subsidized training. Eligible workers must be on the payroll, meaning they must be employed workers registered with the Social Security.

Workers who are registered under the Special Regime for Self-Employed Workers (RETA) and work independently will not be able to access subsidized training, even if they collaborate with a company.

The training credit available to a company will depend on the number of employees and the contributions made during the previous year. This training credit is determined based on the size of the workforce and the contributions made for the professional training of the workers:

  • Companies with 1 to 5 employees: a minimum amount of €420 annually for continuous training.
  • Companies with 6 to 9 employees: credit equivalent to 100% of the amount contributed.
  • Companies with 10 to 49 employees: credit equivalent to 75% of the amount contributed.
  • Companies with 50 to 249 employees: credit of 60% of the amount contributed.
  • Companies with 250 or more employees: credit of 50% of the amount contributed.

In addition to the annual credit, there are maximum limits for subsidization per training hour, which vary according to the type of course:

  • Face-to-face training: Up to €13 per hour and participant.
  • Blended training: Up to €9 per hour and participant.
  • Online training: Up to €7.50 per hour and participant.

These limits ensure that training costs remain within reasonable margins and allow companies to plan their training programs efficiently.

Advantages of Subsidized Training

Subsidized training offers various advantages for both companies and their employees. Below, we highlight the five main ones:

1. Optimization of Financial Resources

Subsidized training allows companies to recover the cost of training through subsidies on Social Security contributions. This enables companies to invest in employee development without incurring significant additional expenses.

2. Improved Competitiveness

By acquiring new skills and knowledge, employees improve their performance and capacity for innovation. This translates into greater competitiveness for the company, which can better adapt to market changes and stay ahead of the curve.

3. Increased Employee Satisfaction and Motivation

Investing in the professional training of employees not only improves their competencies but also increases their satisfaction and motivation. Workers who see that their company cares about their development tend to show greater loyalty and commitment.

4. Compliance with Standards and Regulations

In many sectors, it is mandatory for employees to receive specific training to comply with standards and regulations. Subsidized training makes it easier for companies to meet these requirements in a cost-effective manner.

5. Reduction in Staff Turnover

The possibility of professional development within the company is a key factor in reducing staff turnover. Employees who have opportunities for learning and professional growth tend to stay longer with the company, thus reducing the costs associated with hiring and training new workers.

Procedure for Applying for Subsidized Training

  • Calculate Your Credit

The training credit is the amount your company has available annually for the training of its employees. This credit is calculated based on professional training contributions and the average workforce, using data from the previous year’s Contribution Settlement Receipts. The official application will calculate it automatically using information from the General Treasury of the Social Security (TGSS). For a personalized estimate, you can use the Fundae credit simulator. Companies with fewer than 50 employees can accumulate unused credit for two additional years by checking the corresponding box before June 30th.

  • Register in the Application

To manage the subsidies, you must register in the Programmed Training for Companies application. This management can be done by the company itself or by an organizing entity. In groups of companies, one of them can assume this responsibility. If you prefer an administrative manager to handle everything, the company must register with the appropriate profile and authorize the manager as a user with the ‘manager’ profile.

  • Inform the Legal Representation of the Workers

If your company has a Legal Representation of Workers (RLT), you must inform them about the planned subsidized training. If you do not have RLT, you can skip directly to the next step.

  • Communicate the Start of the Course

To start a course, you must first register the training action in the application and then communicate the start of the training group at least two days before it begins. You must include details about the modality, duration, objectives, content, location, date, instructor, and participants.

  • Carry Out the Training

During the training, ensure that it is free of charge for the participants, does not last less than 2 hours or more than 8 hours daily (unless it is a single-day course), and that the number of participants does not exceed 30 in face-to-face modality or 80 in distance learning. Upon completion, provide participants with an attendance certificate and an evaluation questionnaire.

  • Communicate the Completion of the Course

Before applying the subsidy, you must communicate the completion of the course through the application, reporting on the participants who completed the course (at least 75%), the course costs, and the month in which you will apply the subsidy.

  • Apply the Subsidy

After communicating the completion of the course, you can apply the subsidy in the Social Security Contribution Settlement receipts until December of the current year. Ensure that you are up to date with the Tax Agency and the Social Security, and have complied with all communication and training delivery requirements.

  • Check the Result

Keep the documentation for the training actions for four years. Fundae will review the subsidies to ensure that you have not exceeded the available credit and have complied with all requirements. You can check the results in “My Files” section of the application.

Do you know that you can also subsidize activities for your company?

Team Building activities are also subsidizable and are essential for improving the cohesion and performance of teams within a company.

Utilizing the subsidization of these activities through the State Foundation for Training in Employment (FUNDAE) in Spain is an excellent way to optimize resources and foster the professional development of employees. Below, we explain in detail how you can subsidize team building activities:

How to Subsidize Teambuilding Activities

To subsidize team activities, it is first necessary to identify the specific needs of the team, evaluating areas such as cohesion, communication, and collaboration, and establishing clear objectives such as improving morale, increasing efficiency, or resolving internal conflicts. Then, an original team building activity that is eligible for subsidization through FUNDAE is chosen, ensuring it is registered and meets the necessary requirements.

Once the activity has been chosen, the previously detailed steps must be followed. These include hiring a provider with experience in this type of activity and who is registered in the FUNDAE system. Subsequently, the activity is registered on the FUNDAE platform, entering details such as the modality, duration, objectives, and content, and assigning the available training credit.

Once registered, the activity is carried out, ensuring the active participation of employees and complying with the duration and free-of-charge requirements. During and after the activity, all necessary documentation is collected, such as attendance lists and evaluations.

After the completion of the activity, the invoice issued by the provider is paid, clearly detailing the services rendered. Finally, the training credit is applied to cover the cost of the activity, and the invested money is recovered through subsidies on Social Security contributions, thereby optimizing the company’s resources.

Type of Subsidizable Activities

  • Corporate Social Responsibility Training

Corporate Social Responsibility (CSR) training is fundamental for integrating sustainable and ethical values into the corporate culture. These activities not only teach employees about responsible practices but also strengthen the company’s commitment to social and environmental well-being.
